I wouldn't recommend using a rust-removal solution; I tried one of the better chemicals available for de-rusting gas tanks on my '54 pickup and ended up with a bunch of sludge in my gas lines. I'd say try to find something in a junkyard of relatively similar size & shape (and rust-free) for a replacement tank. Or a new tank - they're usually around $100.
